Ever since the dawn of the PSP 2000 the PSP has in a way been a phone of sorts.
Sony introduced Skype to the PSP 2000 via a system update. Calls via Skype from PSP to PSP are free and to call people with land line phones or cellular phones all that one need do is purchase Skype credit.
So I highly doubt that that Sony will implement any new type of Phone integration beside the new Bluetooth feature that is exclusive to the PSP Go!.
To be honest I'm unimpressed with the PSP Go! and I don't believe it's all that Sony is hyping it up to be. I prefer the UMD over the new solely digital distribution system that the PSP Go! is based on. I plan on getting the PSP 3000. I used to own the PSP 2000 and I traded for the DSi which is nice but not as good as the PSP.

In a way, you could use it as a phone. Verizon has a new broadband internet card that converts normal broadband internet into a Wi-Fi signal, and it is portable, so u can use wi-fi speed anywhere. The PSP Go uses Wi-Fi. It also comes with skype. so if you had the wireless card thing and a psp go you could use the integrated mic and skype as a phone.
Edit: The wireless broadband card hasnt been released yet, but will soon be, most likely around the same time as the psp go. Also, it wont be on verizon only, that is just the network Yahoo! tech tested it on. it will also be on sprint and most likely other popular networks too.
Edit 2: The card is called the Novatel MiFi, if u wanna check it out

No. The PSP Go was originally going to be a PDA/Gaming system. It was also going to slide to the side, not the way they have it now. I am looking forward to getting one, but I don't think its going to be as good as they are trying to make it look, it can no longer play UMD's, but the the new Digital update for it will be fantastic. I saw screenshots for the upcoming PSP game: Assassins creed: Bloodlines, and the graphics look better than the PS2.

Downloading games for PSP is a lot more complex than you think. You need a PSP with custom firmware to run them off you memory stick. In order to get Custom Firmware you would need a spare battery so you can take apart your battery and solder one of the pins on the circuit board. If you feel brave and still want to try it just ask me and I will gladly walk you through the process.
P.S. - In short, no you can't download it from a site.
